Guest: William Roper, MD, MPH, served as administrator of the Health Care Financing Administration, where he oversaw Medicare and Medicaid, under President Reagan. He also served on the White House staff for President G. H. W. Bush and directed the Centers for Disease Control and Prevention. He has held leadership positions in the insurance industry, the Institute of Medicine, the National Quality Forum and academia. He is currently dean of the School of Medicine and vice chancellor for Medical Affairs at the University of North Carolina at Chapel Hill, where he is also CEO of the UNC Health Care System.
